@comradenoah69 Biden could not change it unless congress reprogrammed the funds, so it had to be built. He actually tried plenty to get congress to change what he could use the money for, but failed.Permalink On twitter.com

@comradenoah69 Biden also removed the national emergency trump placed on the southern border, and biden also waited as long as he could to start building the border wall to try and allow congress to change it.
